Orange County is located within two California Regional Water Quality Control Board jurisdictions.

The Santa Ana Regional Water Quality Control Board

The San Diego Regional Water Quality Control Board

The County of Orange, the Orange County Flood Control District (OCFCD), and the 34 cities of Orange County (collectively referred to as Co-Permittees) comply with two municipal stormwater permits. North Orange County (north of El Toro Road) is issued a permit by the Santa Ana Regional Water Quality Control Board, and South Orange County (south of El Toro Road) is issued a permit by the San Diego Regional Water Quality Control Board. In compliance with the municipal stormwater permits, the County of Orange, OCFCD, and the 34 cities submit annual reports to the Regional Water Quality Control Boards.
